ROLL CALL The Special Meeting of the Anderson City Council was called to order by Mayor Eileen Holmes at
AGENDA APPROVAL M/S S. Holmes/A. Reams to approve the agenda. There was no further discussion. Motion passed unanimously.
NEW BUSINESS
Council Person A. Reams presented the costs for bug spraying and requested assistance from the Lions Club for at least one spraying. He stated that it costs approximately $ 900.00 per application to spray the entire town. It stated that there was a possibility that we could obtain some bug spray from the City of
Carol Shields outlined the following events and community contributions that the Lions Club has been involved in over the past years:
Gaming Permit for local fund raisers, scholarships, donations to the School, and the Library Board.
Opened the Community Center for local and private events.
Uniforms and meals for the basketball teams.
Equipment for the blind and eye glasses.
Financial assistance for glasses and exams.
Donations to local individuals for medical costs and airline tickets.
Movie Matinee on Saturday's for the youth.
Ball park and the skating rink.
Helped with several
Newspapers at the school.
Richard Napoleone also pointed out that the development of the park was successful due to numerous hours of volunteer time for the construction of the following:
Main power line
First RV Electrical and underground wiring
Restroom and Shower Facility
Stage
Information Booth
Musician warm-up Booth.
Karen Shields introduced herself as the Bluegrass Chair person. There was some discussion on the coordinator position and where that person would have their office. It was decided that the coordinator will be hired as a city employee and be reimbursed by the Lions Club. Mayor Holmes expressed that it would be beneficial to both the city and the Lions Club that the person use and maintain an office at the city. This person will also serve as a back-up person for when the city or DMV offices need assistance.
Council Person B. Corbin raised concerns on the safety of the event and asked what procedures were in place for future events? He requested a tent that would be designated as a First Aid Station, instead of having the ambulance at the event. Karen Shields stated that they are looking into hiring a professional security detail for the event. Mayor E. Holmes stated that the Marine Corp League have also offered their services for the annual event. Council Person B. Corbin requested more drug and alcohol control at the event. He stated that this is advertised as a family event and the community would like it to remain that way. He stated we need more enforcement especially at the river to curb the illegal activity.
Council Person A. Corbin asked what would be required of his department during the festival. Richard Napoleone asked for the use of the garbage truck and the portable toilets. He stated that he would be looking for more portable toilets for the event. Council Person A. Corbin asked the Lions Club, if at all possible, to hire their own personnel to set-up and not pull city employees off the road construction during city working hours. He stated that if the Lions Club needed the city employees, please contact him early so he could arrange and schedule projects around the event.
Council Person B. Corbin asked if there was a way to control the foot traffic from the river to the festival gates. Mayor Holmes suggested a possible foot trail , using the existing trails at the park.
It was the consensus of the joint meeting that the Lions Club would continue to reimburse the city for it's expenses in addition to the vendor's fees. The city will continue to maintain the park and provide the necessary equipment such as the pumper and garbage truck.
Garbage Removal Mayor Holmes stated that the Lions Club had approached her about the removal of the garbage from the dumpsters at the Lions Club. Richard Napoleone stated that the Lions Club was willing to reimburse the city for the expense. The cost of a commercial pick-up service is financially detrimental to their budget. Council Person A Corbin stated that the Lions Club was welcome to come to the Fire Hall and dispose of their garbage in the garbage truck.
Jerry Mueller, President of the Lions Club invited all the council members to their monthly meetings on the 3rd Wednesday of each month.
