ROLL CALL The Regular Meeting of the Anderson City Council was called to order by Mayor Keith Fetzer at 6:30 PM.
AGENDA APPROVAL M/S K. Southwood/S. Thompson moved to approve the agenda.
No further discussion. Motion passed unanimously.
Minutes M/S K. Southwood/S. Thompson moved to approve the minutes from the following meeting: Regular Meeting, January 13, 2009

Correspondence Mayor Fetzer reported on the following; Senator Joe Thomas sent a letter to all council members encouraging them all to keep in contact with his office. The Denali Borough Grant is just about completed and will be mailed off.
Financial Reports M/S /S. Thompson/K. Southwood moved to receive the financial reports for January 2009. There was discussion. Motion passed unanimously.
Bills to be Paid M/S K. Southwood/P. Dempster moved to approve the bills to be paid for January 2009. Motion passed unanimously.

Denali Borough Mayor
Dave Talerico Mayor Talerico reported that all Capital Project Grants due by February 20, 2009 are now done online. Mayor Talerico has been in contact with Senator Joe Thomas’s office. He asked for a password and a user name for the City of Anderson to access the online grants. This password should be e-mailed to the city office by the end of the week. Mayor Talerico stated that money was tight this year, but that the borough would help fight for the city’s wish list. The Mayor also reported that dogs and traps were a big issue in the Healy subdivision area. This topic would be addressed at the boroughs next assembly meeting.
Department Reports Paul Dempster reported that the Alaska Machine Gun group will be using the Riverside Park over the Memorial Day weekend. Scott Thompson asked if they would need any wrecked cars. Council person Dempster will check this out and get back to Scott.
Karen Southwood everything is running smoothly.
Samantha Thompson reported that a letter had been sent to Mr. Irving through the city’s attorney telling him his services were no longer needed. The city is just waiting to hear from our attorney on which way to proceed.
Mayor Fetzer reported that all is going good at the city office.

Old Business
Northern Light Subdivision
Extension M/S P. Dempster/K. Southwood moved to approve an extension for the Northern Lights Subdivision lot owners until October 1, 2009 and also let a Bed and Breakfast be built on the Morris lot. There was discussion on just giving the people who responded to the intent letter the extension. The city clerk will check with the attorney on just giving a few lot owners the extension. The extension will be given at no fee and all contracts will be met by the October 1, 2009 deadline. Also discussed was a bed and breakfast being put on one of the lots. Mayor Talerico explained that it would probably fall under a family dwelling, since the lot owner would be living there. There was no further discussion. Motion passed unanimously.
2nd Reading Amended
Ordinance 08-06
Waste Water Utility M/S K. Southwood/ P. Dempster moved to accept the 2nd Reading of Amended Ordinance 08-06. There was no further discussion. Motion passed unanimously.

1st Reading
Ordinance 09-01
3% Severance Tax M/S K. Southwood/ S. Thompson moved to accept the 1st Reading of Ordinance 09-01. There was discussion; Mayor Fetzer explained that this tax would be for natural gas that was taken out of the ground. The tax rate shall be in an amount equal to three per cent (3%) retail rate per cubic foot. There was no further discussion. Motion passed unanimously.
Resolution 09-01
Denali Borough Grant M/S K. Southwood/ S. Thompson moved to approve the Denali Borough Grant. There was no discussion. Motion passed unanimously.
Resolution 09-02
Check Signers M/S K. Southwood/S. Thompson moved to approve adding Paul Dempster as a check signer on all city accounts. There was no discussion. Motion passed unanimously.
Lions Club Riverside Park
Lease renewal M/S K. Southwood/ P. Dempster moved to approve the lease renewal on the Riverside Park to the Anderson Lions Club. There was no discussion. Motion passed unanimously.
Adjournment M/S S. Thompson/ K. Southwood moved to adjourn the meeting @ 7:30 PM.
