ROLL CALL The Regular Meeting of the Anderson City Council was called to order by Mayor Keith Fetzer at 6:33 PM.

Minutes
MS /S. Thompson/C. Berry moved to approve the minutes from the
Regular Meeting, April 8, 2008. Motion passed unanimously.
Correspondence Mayor Fetzer received no correspondence at this time.
Financial Reports There were no Financial Reports for this month.
Bills to be Paid M/S S. Thompson/C. Berry moved to approve the Bills to be paid for May 2008. Council Person Andy Archer wants it noted “how can we pay the bills without a financial statement”. Motion passed with one opposed.

Council Comments Council Person Archer wants to know again what Darla Coghill, city clerk’s benefit package is. What she makes an hour, what kind of leave she gets, and does she get medical benefits. He also wants copies of the minutes for the months January thru March. Council Person Archer also stated that when a citizen request information from the city clerk in writing, there is a time limit to get it out and there are consequences that the city would be liable for. Council person Archer also commented on getting the council packets before the meeting like they were done in the past. “It is too much information to go over 10 minutes before the meeting”. Also he stated that when he requests something from the city clerk that he is entitled to, he expects to get it from her and not a phone call from the Mayor. Council Person Tom Howard commented that there is only one person in the office and that her work is prioritized and public requests are put on the bottom of the list. “The city clerk has more important work to do”.
Department Reports
Admin Mayor Fetzer reported that he has hired Stephanie Olson to help out in the city office and is still looking for DMV help and possibly contracting out the treasurer position.
Public Safety Scott Thompson reported that the park is up and running. He has also cut down some rotted trees. Need some new breakers for the electric box, which Mr. Thompson will get.
Land Council Person Samantha Thompson reported that she has received the names of three surveyors in the area. She hasn’t heard back from Mr. Irving. There needs to be a certified return receipt letter sent to Mr. Irving stating that he needs to finish up the project and also give him a time line and request a competition date.

OLD BUSINESS
Doug Poage Update
City Sewer Doug Poage discussed the Anderson City sewer project and explained the process and the phase of the project. Mr. Poage showed the council a map from PDC Design Engineering. The map showed water levels, the phase steps, and dates for the phase completion. The cost of the project is 12 Million. The city needs a Waste Water Ordinance. Mr. Poage will put out a bid to get a draft ordinance to put together. Once we get this the city will have the Attnory look at it. This ordinance needs to be adopted before construction can begin. Mr. Poage started that ground breaking will take place next summer. The city needs to decide whether they are going to bid on this project or to let someone else do the work. The city could do this as a Construction Management Project. Mr. Poage talked about local hire and getting people that would commit to a 2 or 3 year job. Mr. Poage gave several different options on how this project could be worked. There should be a business plan by the next meeting. Mr. Poage met with PDC today and they will have 35% completed in June. David Miller asked about the budget for this project and if the money was already appropriated. Mr. Poage explained the process. The city asked for a copy of the map from PDC.
Court Building Process Mayor Fetzer explained that a new court house building had been put out to bid. It would be combining the Nenana and Healy court house into one. Mayor Fetzer stated that the city owns the land on the highway and it would be a good opportunity for the city. The state guaranteed a 15 year lease that would pay for the building in that time frame. The bids are due Monday, May 19, 2008. Mayor Fetzer has asked 3 contractors to give him an estimate on building the facility. There could also be at least 3 more units in the building to rent out.
Ordinance 08-01 Amending
Sale of municipal land
Disposals 1st Reading Council Person Thompson explained the change that was made on 11.04.070 A. Nancy Hollis stated that this is not the first reading; it is probably the 6th or the 7th reading. She also stated the there should be copies for the public or the council would have to read the whole Ordinance verbatim. The Ordinance was tabled until the next meeting to figure out how many times this was read.
Clear-Lions Park Update Scott Thompson reported the park is up and running. The park needs a new well; the water is hooked up with a water hose at this point. The lions club has put in about 60 hours of labor. Mayor Fetzer stated that he would pay for a new well to be put in at the park. The Mayor is having a new well put in on his property so he will donate one to the park.
NEW BUSINESS
First National Bank
Of Alaska Mayor Fetzer reported information he received on the Bank. First National bank of Alaska has presented a package to the City of Anderson to compete for our banking needs. The city would earn more interest with First National then it is with the present bank. We will get interest on checking and savings, automatic deposit, also auto pay. The city will also be able to pay bills on line. Council Person Archer asked if the city had to sign a contract with the bank. Mayor Fetzer said that the city did not and if the city was not happy with the bank 6 months down the road, the city could pull out.
Resolution 08-17
First National Bank M/S S. Thompson/T. Howard moved that the city change banks to First National of Alaska Bank. The check signers will be as follows; Keith Fetzer, Darla Coghill, Thomas Howard, and Stephanie Olson. There was no discussion. Motion passed unanimously with a roll call vote;
