ROLL CALL The Regular Meeting of the Anderson City Council was called to order by Mayor Keith Fetzer at 6:31 PM.
AGENDA APPROVAL M/S K. Southwood/T. Howard moved to approve the agenda.
No further discussion. Motion passed unanimously.
Minutes M/S P. Dempster /T. McPherson moved to approve the minutes from the following meeting: Regular Meeting, December 8, 2009. No further discussion. Motion passed unanimously.
Correspondence Mayor Fetzer reported on the following, Mr. Irving has been given 60 days to have the changes on the land survey submitted to the State.
Financial Reports M/S /K. Southwood /T. Howard moved to receive the financial reports for December 2009. Motion passed unanimously.

Bills to be Paid M/S K. Southwood /P. Dempster moved to approve the bills to be paid for December 2009. No further discussion. Motion passed unanimously.

Reports
Be pretty competitive this year. There is a school board meeting next week in Anderson.
Department Reports
Fire/EMS Karen Southwood reported that there were 2 fires and that there was a good response from the volunteers. There is going to be and EMS refresher course offered February 13-20. Other fire departments are going to attend which will help offset the costs.
Health/Social Service Tina McPherson reported that the potential renter for the clinic building is on hold. Go ahead and winterize the building and shut it down.
Public Works Tom Howard stated that there are new doors on the building.
Park Paul Dempster reported that the AK Machine gun group would be down again on Memorial Day weekend.
Sewage Lagoon Doug Poage from Village Safe Water reported on the following; Septic facility needs an OMN manual and Annual Sludge Testing done and reported to comply with the recent RUBA assessment. On the city sewer project no progress has been made on obtaining land from Rand Bailey. Several attempts have been made to meet with Mr. Bailey and he has also been offered the appraised price for the land. The city has decided to offer legal costs plus appraised value of the land to Mr. Bailey. If the offer is turned down the city will take an eminent domain action for the land. Also discussed was the possibility of the city shop being made available for equipment and truck repairs when the project starts. The city clinic is also available for rent to use as office space for the project manager.
Admin/DMV Mayor Fetzer reported that the DMV has a new system in place concerning road testing. This takes up a lot of the clerk’s time. Working with contract services to help get through this.
NEW BUSINESS
Energy Efficiency
Conservation Block Grant Mayor Fetzer reported that all the paper work has been submitted for this.
Anderson Community
Library Mayor Fetzer reported that there currently is no Library Board. The State has given the city 2 weeks to get all the past due reports in. The extension was given until January 29, 2010. Tina McPherson will get the reports into the state and then Asta will take over doing the reports until a board is formed.
