ROLL CALL The Regular Meeting of the Anderson City Council was called to order by Mayor Keith Fetzer at
AGENDA APPROVAL M/S K. Giani/T. Howard moved to approve the agenda with the addition of 16 f) Library Board.
No further discussion. Motion passed unanimously.

Correspondence Clerk Hollis received correspondence from the following:
1. Legal correspondence for land disposal
Financial Reports M/S K. Giani/S.Rathbone moved to receive the financial reports for November 2007. No further discussion. Motion passed unanimously.
Bills to be Paid M/S A. Archer/K. Giani moved to approve the Bills to be Paid for November 2007. There was no further discussion. Motion passed unanimously.
Public Access Randy Witte asked if there was damage to the park this fall due to improper shutdown of the park. Mayor Fetzer stated yes there was damage to the park infrastructure and maintenance issues will have to be addressed in the spring. Mayor Fetzer stated that the city will not know the extent of the damage until spring. Mr. Witte also asked if the city would be interested in leasing or adopting the park to the Lions Club. A meeting was setup for December 18th @
Randy Witte also asked if the old fire truck was frozen. Mayor Fetzer stated that there was some confusion this fall on what equipment was to be stored. Mayor Fetzer stated that he has set up a meeting with the Borough Mayor Talerico to see if the borough has the emergency funding available to fix the equipment.
David Miller asked who the new Fire Chief was. Mayor Fetzer stated that Bryan McPherson has been appointed by the city council. There was some concern on whether the Fire Chief had the qualifications to act as Fire Chief. Mayor Fetzer stated that the city also receives mutual aid from the base.

OLD BUSINESS
Surveying Clerk Hollis stated that she had received a phone call from Ginger at DNR on the status of the land patent. Ginger reported that it has gone through the initial review and is presently on the desk of Mr. Jennings. Ginger also stated that the survey will have to go back to the surveyor Mr. Irving for changes. Ginger thought that it would probably be at least two months before Mr. Jennings was able to review the survey. Clerk Hollis expected that we would not receive patent until at least early summer.
Strategic and Economic Plan Clerk Hollis stated that the city has received approximately thirty surveys.
Ordinance 08-01
Amending the sale of
Municipal land disposals Clerk Hollis stated that the city received correspondence from the lawyer regarding recommended changes to the ordinance. There was discussion on changing the terminology for type of appraiser that the city will require. There was discussion on what the cities intention is regarding if someone has a disagreement with the type of appraiser and value amount. A committee was formed of Andy Archer, Samantha Rathbone and Tom Howard. A meeting was set for Wednesday, December 19th @
John Goslar’s
Correspondence Mayor Fetzer stated that he had communication with Mr. Goslar concerning the bill for repair that he submitted and also his fence being on the easement of the road. Several parties have a conflict of fences and permanent structure being placed on the easement. He suggested that the landowners work together for a solution. Mayor Fetzer stated that he informed Mr. Goslar that the city would not be paying the bill since it was not approved prior to the work being performed.
Certificate of Occupancy Mayor Fetzer stated that the city needs to come up with a building code procedure for new construction in the city. Samantha Rathbone, Andy Archer and Keith Fetzer will meet to discuss the building code procedure. It was suggested that the city clerk contact Mr. Kuhl, whom is a stated certified inspector to find out which inspections should be required in the building code ordinance and what level of certification he has. A meeting will be held after the holidays.

Training Clerk Hollis asked if the council members would like a training session on parliamentary procedures. It was suggested that a training session be held possibly the first week of February. Clerk Hollis will contact a government specialist to arrange the training.
