2.12.010 Administration. The city council shall have the authority to appoint a city administrator, who shall have such duties as the city council delegates by ordinance, resolution or otherwise. The administrator shall act on behalf of the mayor as personnel chief, government and public liaison and other such duties as are inherent in the position of chief administrative officer. The administrator shall have the authority to perform all acts, other than legislative acts, which the city council is authorized to perform.

2.12.020 Mayor/ Administrator. The mayor/administrator shall direct and supervise the administrative functions of the city and shall generally have authority over matters of general management:
A. Finance;
B. Personnel;
C. Planning and research.
